Loan information and how to apply

Any pastoral charge, congregation or faith community within Region 15 of the United Church of Canada can apply.

Step 1

Completing the CEB Loan Application Form.
You can get started by filling out and submitting CEB Loan Application Form. The completed Application Form, executed by the Trustees, should include or be supplemented by:
  1. A full description of the project, plans and specifications; an estimated budget or a current contractor’s quote, and the financial resources involved;
  2. Annual statements from the past two years;
  3. A copy of the Applicant’s Motion and Vote, authorizing the loan, dated and signed by the Applicant’s Table Officers, and;

Requirements to qualify for a Church Extension Board Loan:
  1. 15% of the total cost of the project must have been already raised, free and unencumbered, so that the total debt related to the project including the Extension Board will not exceed 85% of the total debt.
  2. The total annual debt service (principal and interest) must not exceed 30% of the total amount raised each year for operating and capital budgets for local purposes.

Step 2

Submit Application to Region 15 for initial approval.

The Application must first be submitted to Region 15 (info4rc15@united-church.ca), attention of the Property Committee. For more information on Region 15 oversight of and guidance on property matters, please follow the following link:

Upon referral to the Property  Committee of Region 15, this Committee will consider the merits of the Loan Application. If the Committee is in support of the Application, it will acknowledge that the necessary approvals from the Region have been granted to do the work.

If such Application is approved by Region 15, it will then be transmitted with their concurrence to the Church Extension Board for the Board’s deliberations.

Step 3
Church Extension Board review and final approval.
The Church Extension Board (the Board), while taking into account the review process by Region 15 and its recommendations, will perform its own due diligence in evaluation of the merits of the loan and the Church’s capacity to repay. This may require a direct meeting with the Applicant’s representatives to seek clarification on matters relevant to the application. Should the Loan Application be approved by the Board, the following documents must be completed by the Applicant:
  • Promissory Note and Undertaking
  • Pre Authorized Debit (PAD) Agreement
